Is the lack of any premove time penalty an exploitable flaw?!

Earlier today chessbrahs came close to his hourly bullet record (86 points) with a ping ranging between 600 and 1000ms.
That is to say, his record is 89 points, and he got 86 points in the tournament earlier today.
I did not read all posts on this topic but skimming over the pages I feel there is one important issue to add. The premove streak "idea" is what turns the bullet games into a total clickfest mostly. As in - if the opponent has the "premove streak" the other can not also premove and forcibly loses time no matter what they do. This is simply not chess at all and I cannot conceive any aspect of quality in implementing such a thing. There is another forum post which explains the premove streak details.
#96 I feel that you are seriously downplaying the chess skill of these 'gamers'. Gaming mice are all about precision, if you were looking to gain an advantage with your mouse turning up the pointer speed settings would have been a cheaper option. And gaming keyboards and expensive GPUs are going to have no effect on the game, so I'm really struggling to see where this so called 'gamers advantage' is. Is there something that I'm missing?

To me it seems like the real advantage the players mentioned have is their skill to process a chess position at lightning speed, obviously kind of useless in a classical game but comes to the forefront in a bullet game. Still if these moves are so fundamentally bad from a chess point of view is there not a way that you can evolve your own game to convert these winning positions?

I thoroughly enjoyed the weekly bullet earlier today. I found that my gaming mousepad and mouse might have helped overall. I think I may have had some annoying issues related to both stopping my premoves speed.

So maybe I am wrong about the need for a delay. The bullet is enjoyable right now more than anywhere else for sure.

I watched your bullet stream from my bed- a clear difference in speed and premoves. Expecting to see some dirty flags soon
I remember the old days on icc. There was no premove and we still played bullets like crazy. I dont like the idea to add 0,1s to a move, to much time imho. Better remove premoving instead.
