Can I still become NM/IM if I start at 13?

Ofc, It is possible,
Solve as much as a possible tactic and work on endgames will help you to improve.

Also keep yourself in shape buddy, being fit and physical prowess is almost as important as honing your chess skills when it comes to OTB performance, keep in mind that classical games can last anything from 1-8 hours and that sometimes you're
expected to play 2 in one day.
Very doable. It all depends on your discipline and motivation over time.
Every chess player has some chess limit, he can not improve when he reach that limit, and this chess limit depends mostly from your calculation skill. If you are beginner you need to try to improve level of your calculation. I recently worked with a lot beginners, and I feel like some players which started chess on theirs 20 can still become masters, because their calculation skill is better, and for some other player even if they started chess as 5 years old boys is very hard to reach 2000 level.
Play bullet only for the next 2 years. Then play ultra bullet for 2 years to catch up.
@Timegod I read somewhere else that blitz or bullet game will not make any progress to our tactical and calculation skill , If someone really want to be good at chess they should play more classical game instead.
