This is a terrible propagandistic lie. I suppose that the purpose of that lie is to somewhat make an excuse for the fact that Russian army launched a full-scaled invasion with the aim to spread their influence to Ukraine, control Ukrainian people and Ukrainian resources.
If there is some interest, I may share my reasons why I believe that the quoted paragraph is a lie. For me they are obvious, for other people they may not be as much.

The USA has for a long time refused negotiations with Russia and ignored to talk about security problems. The american "containment policy" and confrontation as well as NATO expansion is one of the reasons that Russia started this bloody war as an"ultima ratio". Shame on you, USA, that you never accepted to go to the negotiation table and insisted to make Ukraine a NATO member. It seems to me that USA wanted this war. In reality it is already a war between NATO and Russia. I am not surprised if this war leads to world war #3.

Look at the recent admissions by Merkel that the Minsk accords were always just a feint to give Ukraine a chance to prepare for this unnecessary war. That would explain why France and Germany failed to pressure Ukraine for them to be implemented. and despite all that preparation, Ukraine is losing badly. Ukraine is running out of men and supplies, and western efforts to replenish them are insufficient. If you want this war to end, write your representatives and urge them to cut off funding, because all that will result from prolonging this latest failure of a proxy war is more dead Ukrainians, some dead Russians, some Poles or Latvians, but, you will notice, few from the US. Unless NATO escalates again.
