He means is by abuse is that i sweared remember i was doing a ban speedrun for that but i decided to do it in my alt. That was a test. Pls help me out im not joking. And i remeber what @CSKA_Moscou said in my forum that they could take advantage of my photo and make fake passports and stuff. I promise with my life im not lying. Pls help me out in this

4) Don't make dumb posts like the ones you made with your alt
You can report anyone for anything-- the question is "should you?"

If someone makes you feel uncomfortable, you should consider reporting.

Incidentally, if someone abuses the lichess infrastructure by doing speedruns and creating alts for the purpose of breaking lichess rules, that's also something that should be reported.

Never ever @ mention people publicly like this. It’s public shaming, and not something you want to do.

You can report everyone for everything - it’s just a matter of how many reports will be taken seriously. I would say as a general rule of thumb if after telling somebody to stop they don’t, then block - and then after that if they start messaging on alts generally speaking you’ll have proof for harassment.
