Many people have tons of accounts though and lichess cannot figure out if a person has multiple accounts.

Close the banned account. Open a new account with a new name from a new email address and do not breach the terms of service.

Casting stones is one of the easiest and oldest human forms of entertainment...
"Justice" without the possibility of remediating one's fault - whether intentional or not - is generally no justice at all.
The world would have been deprived of Messi had he broken a window as a youth - whether intentionally or not, whether repeatedly or not - and been prevented from ever playing football (or soccer) again.
A 13-year old kid found guilty of breach of TOS should be able to draw the proper conclusions concerning actions resulting in punishment and go forward like the rest of us, at some time in the future.
We don't simply cast-out people who have moral failings forever because this removes all hope for them or us of ever counting them as productive members our community rather than having to devote resources to police such people and their actions.
As you wisely pointed out, we aren't talking about a capital crime here.
The discussion isn't about what is appropriate for a murderer, rapist or someone guilty of a hate crime.
