FIDE Draw offer rules should be implemented in Lichess

There is no clock in online chess, which makes it a little bit difficult. How exactly should it be done?
FIDE Article 11.5 outlines conduct rules for chess players during a game. Here’s the relevant excerpt:
“It is forbidden to distract or annoy the opponent in any manner whatsoever. This includes unreasonable claims, unreasonable offers of a draw, or the introduction of a source of noise into the playing area.”

So Lichess could implement the following: It should only be possible to offer draw on your own time before you make a move. It should not be possible to blunder, and then when your opponent is thinking, offer a draw to distract him.
For the record, the standard way of offering draw by FIDE rules cannot be possibly applied on lichess as the rules (article 9.1.b) say:

> A player wishing to offer a draw shall do so after having made a move on the chessboard and before stopping his clock and starting the opponent’s clock.

And on lichess, moving the piece and starting opponent's clock hapens simultaneously. Perhaps the only way would be that you would have to press the "offer draw" button before your move but the offer would only show to your opponent with your move. Also, when you go on reading the rules, the very next sentence reads

> An offer at any other time during play is still valid but Article 12.6 must be considered.

Which is kind of what we have now. And, yes, article 12.6 is what was quoted in comment 4 but I hope it's obvious that it cannot implemented in software. (And the interpretation presented in comment #4 is a bit... creative.)

What could be implemented is: offer draw then move. (On your own time). Offer is valid until answer yes/no OR next move (moving means no I don’t want a draw.)
The ”creative” part as you put it is the REASON why it should be implemented.

Also OTB offers of draw during opponent’s time, however disgraceful, are still VALID meaning it can not be backed away from. That’s the meaning of the FIDE text.

One problem I have with this is that it goes against the standard OTB practice because the draw offer is made before the move is shown, i.e. you receive an offer while it's still not your turn. That's why I suggested that if we really want to go this way, it would make sense to make an offer (push the button) before your move but the offer would be shown to your opponent together with your move.
