When was gaudy costume and makeup matched to awesome musical performance by a rocker, or just crap?

David Bowie, Ziggy Stardust era at least in video I watched amazed. Unfortunately, I was not there in person.

I remember having dipped my toe into the cold end of the rock pond in the mid 70s with KISS. Their performances were all over the place.
